Create or update a form template
PUT/form-templates
Creates a new form template when the payload has no id, otherwise updates the existing one. An already-published template may only be changed to record a recall (status RECALLED); any other edit to it is rejected with 400. Returns the saved template.

Unauthorized — the bearer token is missing, expired or invalid, or carries no role. Errors raised by the security aspects contain an ErrorDto body; requests rejected by the security filter chain may have an empty body.
Forbidden — the authenticated user lacks the required role or access rights.
