Subscribe a topic on this broker
POST/mqtt/servers/:serverId/topics
Adds a topic filter to the broker. The running mqtt-client picks the subscription up at its next reconciliation, no restart needed. A filter that is already subscribed on this broker is answered 409 - the same messages would otherwise be written twice.
